The governing body of NCJBL is comprised of the Youth Directors of the Northeastern Conference and the Commissioners.

Commissioners

The responsibilities of the Commissioners include:

• Planning, organizing and overseeing the entire operation of the league
• Enforcing disciplinarian actions
• Certifying coaches and teams

Coaches
Before anyone can coach a team they must be certified by the NCJBL.  All coaches are trained in the game of basketball, the National High School Association Basketball rules, the NCJBL rules, first aid, conflict resolution and healthy lifestyle.

Referees
All referees that participate in the NCJBL are International Association Approved Basketball Officials (IAABO).

Rules
The NCJBL is governed by two sets of rules:

• The National Federation of State High School Association Basketball Rules
• The Northeastern Conference Basketball League Rules
