Junior Basketball Operational Rules NCJBL RULES & REGULATIONS The Northeastern Conference Junior Basketball League (NCJBL) is designed to be an integral part of the Northeastern Conference Adventist Youth Ministries program. This program is designed to give each local Adventist Youth Society and its basketball team another opportunity to fellowship with other societies and teams, to demonstrate and foster Christian friendship to further demonstrate God’s gift through physical, social, mental, and Spiritual capabilities.
The NCJBL shall be governed by a Commission chosen by the Northeastern Conference Youth Director and Associate Youth Director and voted by the Northeastern Conference Youth Advisory Council. 1. The Northeastern Conference Youth Director and Associate Youth Director. This commission shall set forth all rules and regulations of the Basketball programs and shall represent the last avenue of appeals and disputes within the NCJBL. TEAMS 1. Each Adventist Youth Society (AYS) or other departments within the Northeastern Conference approved by the NCJBL commission is permitted to field a basketball team.
3. Each team shall consist of a certified Seventh Day Adventist coach and no less than eight (8) players and no more than fifteen (15) players.
4. Each team must complete all forms supplied by the NCJBL and return them by the date specified.
TEAM MEMBERS 1. Each team shall be composed of members of the Seventh Day Adventist Church. Non baptized members providing they are frequently in Sabbath School, A.Y.S., Divine Service, and/or Pathfinders. 2. Ages will range from 13 -17 years of age. ( If a player turns 18 after the official season begin he/she is eligible to play to the end of the season. 3. A small church which is unable to field a team may join together with another church providing each church agree on supporting their coaches and players with the proper coverage of insurance. 4. Team members must actively participate in all AYS programs. Violators will not be able to participate in scheduled basketball games. Excused absences must be verified by the local AYS leaders. AYS leaders must be responsible for reporting the violation to the appropriate commissioner assigned to the applicable gym.
6. DRUGS, ALCOHOL, TOBACCO, PROFANITY, AND JEWELRY ARE PROHIBITED IN THE NCJBL. DIVISION The NCJBL shall be divided into divisions and the commissioners shall decide the composition of each and shall notify each team of the division to which it is a part.
FEES All league fees shall be determine by the NCJBL Commission prior to the beginning of each season and shall be paid by the specified date set by the commission. 1. Forfeiture Fees: Any team forfeiting a game due to its failure to show or not being prepared to field a team, will be charged one-half the expenses incurred by the league for that night. In order to continue the regular season’s schedule, the fee must be paid prior to the next scheduled game.
PLAYOFFS The NCJBL commission shall be responsible for determining format and sites of the playoffs and championship games. Notifications shall be sent out no later than October 1 of the current season.
The commission will set a date for the Conference Championship Game. Teams playing in the Conference Championship Game must be on the Camp ground no later than 6pm.
2. The coach shall be responsible for the conduct and eligibility of his players. 3. Each team member must play in each of his or her team’s games that he is physically able to play in. Non-compliance will result in game forfeiture. 4. Coaches not complying with special rule #3 terminates their NCJBL certification and are immediately ineligible to coach his or her team. 5. League play shall be governed by National Federation of State High School Association rules and regulation regarding basketball except where the NCJBL commission has adopted special rules. 6. Any player or coach using PROFANITY on or off the court shall be ejected from the game and they will not be allowed to participate in their next scheduled game. A second offence to this rule will result in suspension for the remainder of the season.
12. A player must play a minimum of three (3) regular season games in order to be eligible for play in the post season games. The only exception will be if the individual is away at school (out of town) at the start of the season and his or her name is on the roster from the beginning of the season. 13. Once the game has started, the officials are responsible for the continuation, completion and conduct of the game. The commissioner on site may intervene upon request of the officials. 14. No player or coach verbally threatening or physically attacking an official will be allowed to participate in the NCJBL. 15. UNIFORMS: NOTE: a. All uniform must be the same. The Coach of any player who enters a game without proper uniform will be assessed a technical foul and that player will be ejected from the game.
